Does it earn a slot? Only if the better blinders haven't shown up. The road flare's rules make it the conditional one: activate it before throwing (a raw thrown flare does nothing), and it blinds only if Michael actually looks at it. Hold it as a walking deterrent, or throw it to create a small blinding zone.
Using it right
- Activate first. The most common flare mistake is throwing it cold.
- Zone, don't snipe. You can't force him to look — so place the flare where he must look to path at you: doorways, stair heads, the exit you're defending.
- Hold it on the walk. A lit flare in hand is a portable "looking at me costs you" aura for exactly one encounter.
The hierarchy
Flare gun > firecrackers > road flare, in reliability order — the gun blinds on hit, the crackers blind on proximity, the flare blinds on his cooperation. It's the one you carry when the loot table said no to the other two.
