Do they earn a slot? Yes when you have a plan for either of their two jobs. Firecrackers blind — and can stun — Michael at close range, and their bang is audible from far away, which makes them the only blinding item that moonlights as a fake-objective decoy.
Job one: the blind
Up close, the pop blinds and can stun. That's rescue tech (break his focus mid-chase), fight tech (open a knockdown window), and arrest tech — blinding through the down window is one of the arrest's enablers.
Job two: the decoy
Thrown where you aren't, the far-carrying bang reads as "something happening" and pulls investigation — the item-powered version of the TV-and-radio game, covered in noise decoys. One slot, two systems.
Choosing your blinder
The flare gun blinds longer, does damage, and fills a police badge — but it's rarer. The road flare needs Michael to look at it. Firecrackers are the flexible midpoint: cheap enough to spend on a decoy, sharp enough to matter in a fight.
